href="http://www.boingboing.net/2009/02/21/britains-nophotograp.html"></a></p><blockquote><p> The Canadian Broadcasting Corporation&#8217;s radio show As it Happens did a <em>great</em> job covering the new British law that makes it a crime to take a picture of a police officer or a building, where that picture might be useful in &#8220;planning an act of terrorism.&#8221; First, they interviewed Peter Murray, Vice-President of the National Union of Journalists, who, predictably, worries that his members will find themselves with arrest-records as terrorists for violating the law. But then, they talked to Peter Smyth,  Chairman of the Metropolitan Police Federation, who <em>also</em> thinks the law is ridiculous &#8212; and this is just stupendous. /> When advertisers launched a campaign last September for the pain reliever Motrin, they hoped to attract the attention of mothers whose backs might be sore from wearing baby-carriers. The advertisements implied that while baby-carriers might be fashionable, hauling a child around could be painful.</p><p>Mothers were not amused. Soon after the ads were released, anti-Motrin campaigns appeared on Facebook and blogs. Outraged mums, furious at the suggestion that their babies were a hassle, posted rebuttal videos on YouTube. Through Twitter, the micro-blogging service, thousands of people attacked the company.</p><p>Motrin was caught off-guard. For days, no company representative replied. Critics accused the company of being not only insensitive but also unresponsive.</p><p>Eventually a marketing executive at McNeil Consumer Healthcare, the subsidiary of Johnson &amp; Johnson that markets Motrin, e-mailed individual bloggers to apologise for the campaign. But the damage was done.</p><p>Jeanette Gibson of CiscoThe &#8220;Motrin moms&#8221; episode illustrates the power of social media &#8212; the expanding network of websites that allow users to interact with each other and, increasingly, with companies. It also demonstrates the perils for enterprises that are unprepared to interact with social media.</p><p>But now a growing number of companies, including Ford Motor, PepsiCo, Wells Fargo and Dell, are creating new high-level jobs to ready themselves for engagement with social media, with titles such as director of social media, head of communities and conversation, vice-president of experiential marketing and digital communications manager. The role of these new executives is to monitor and influence what is being said about their companies on the internet.</p><p>Johnson &amp; Johnson made its own appointment in the wake of the Motrin debacle. Having already dabbled in social media, in December the company promoted Marc Monseau, a 10-year company veteran and former director of media relations, to director of social media. &#8220;My responsibility is to work with the corporate office and the individual companies to better interact online,&#8221; Mr Monseau says. &#8220;It underscores the fact that we realise this is an important audience and one that we need to develop relationships with.&#8221;</p><p>These new jobs represent a broad shift in media relations strategy at large companies. &#8220;Corporate communications has radically changed,&#8221; says Andy Sernovitz, chief executive of the Blog Council, an organisation for heads of social media at big companies. &#8220;It’s no longer just companies talking to the press, and customer service talking to customers. All these other people showed up in the ­middle. They may not be press and they may not be customers, but suddenly their collective voice is bigger than the traditional channels.&#8221;</p><p>The essence of social media is conversation. Rather than a one-way stream of information, where companies make announcements to the press and customers, social media enables a great deal of interaction, where companies are in constant dialogue with the public. &#8220;We’ve seen a shift from doing things the old way to now having conversations with our customers,&#8221; says Jeanette Gibson, director of new media for Cisco Systems (pictured).</p><p>Ms Gibson, who began her job in 2007, says there is now a mandate at Cisco that all staff be attuned to what is being said about Cisco online. &#8220;It has definitely shifted how we’ve done communications,&#8221; she says. &#8220;Our executives are video blogging every day. Everybody’s job is now social media.&#8221;</p><p>Dell, the computer maker, has one of the most robust corporate social media programmes. Bob Pearson, former senior vice-president of corporate communications, became vice-president of communities and conversation for Dell in 2007.</p><p>He now has 45 people working for him. The core team works on &#8220;blog resolution&#8221; &#8212; trawling the web for dissatisfied customers, then attempting to contact them to make amends. Others on Dell’s social media team manage the company’s 80 Twitter accounts and 20 Facebook pages. Still others manage IdeaStorm, Dell’s forum for customer feedback.</p><p>Dell is taking its customer feedback seriously. When the company launched the Latitude laptop last summer, six of the features, including backlit keyboard and fingerprint reader, were ideas that came from IdeaStorm. &#8220;It’s always worth talking directly with your customers. It’s always worth listening to them,&#8221; says Mr Pearson. &#8220;It’s the wisdom of crowds.&#8221;</p><p>Peter Shankman, a social media expert and founder of Help a Reporter Out, a service that broadcasts reporters’ requests to a network of experts, says many companies are still reluctant to get involved: &#8220;Companies are slow to adapt because they’re still not 100 per cent sure they can make money with social media,&#8221; he says.</p><p>Yet Dell, for one, has made a business of it. By broadcasting discount alerts on Twitter, it says, it has generated more than $1m in sales. And in the US, 59 of the 100 leading retailers, including Best Buy and Wal-Mart, now have a fan page on Facebook, according to Rosetta, an interactive marketing agency.</p><p>Other savings can be realised through the Web’s ability to reach many people at once. &#8220;If you solve someone’s problem on the phone, nobody knows,&#8221; says Mr Sernovitz. &#8220;If you solve that same problem in writing on a blog, it costs you no more, but thousands of people are satisfied. And then, if 100 people never call because they found the answer, you very, very quickly get to multimillion-dollar savings.&#8221;</p><p>Other companies are using Twitter to douse public relations fires before they erupt. Scott Monty, head of social media for Ford Motors, used Twitter to appease users who were angry after the carmaker sued an enthusiast website that was selling unauthorised Ford merchandise. When fans of the enthusiast site posted angry messages, Mr Monty &#8220;tweeted back&#8221; to explain the company’s position.</p><p>Bonin Bough, who was appointed director of social media for PepsiCo last year, also used Twitter to defuse a brewing crisis after the company released a series of advertisements depicting a cartoon calorie character committing suicide.</p><p>&#8220;Social media is much more than getting out there and having conversations,&#8221; says Mr Pearson of Dell. &#8220;It transforms a business if you use it correctly.&#8221;</p></blockquote><script type="text/javascript">(function() {var s = document.createElement('SCRIPT'), s1 = document.getElementsByTagName('SCRIPT')[0];s.type = 'text/javascript';s.async = true;s.src = 'http://widgets.digg.com/buttons.js';s1.parentNode.insertBefore(s, s1);})();</script><a

class="ft-story-body">Twitter, a booming micro-blogging service, is inspiring business to manage its message in 140 characters or less.</p><p>Its streams of short text messages, publicly broadcast over the web, are being treated as the new frontline of internet conversation. Companies including <strong><a
href="http://markets.ft.com/tearsheets/performance.asp?s=us:F" symbol="us:F">Ford</a></strong> and <strong><a
href="http://markets.ft.com/tearsheets/performance.asp?s=us:PEP" symbol="us:PEP">PepsiCo</a></strong> have been dousing public relations fires with pithy communication bursts to the Twitter community.</p><p>“There’s a rapid-fire element to Twitter that causes conversations to go viral when something bad happens with a company,” says Jackie Huba, co-founder of the Society for Word of Mouth, an organisation that monitors social media. “Companies that have a Twitter account are prepared. If something goes wrong they can respond.”</p><p>PepsiCo turned to Twitter this month after users began posting criticisms of a Pepsi Max advertisement, which depicted a cartoon calorie committing suicide.</p><p>Huw Gilbert, communications manager for PepsiCo International, “tweeted”, or posted a public message, in reply. “Huw from Pepsi here,” he wrote. “We agree this creative is totally inappropriate; we apologise and please know it won’t run again.”</p><p>Critics saw Mr Gilbert’s post, with one “tweeting” back: “Thank you?.?.?.?for having the guts to get on Twitter on behalf of Pepsi and give us an update on the suicide ad.”</p><p>Such personal interaction from a company representative helps defuse a crisis, says Ms Huba. “People like feeling like they’re being heard,” she says.</p><p>Scott Monty, head of social media for Ford Motors, used Twitter to deflect criticism away from the carmaker after it filed suit against an enthusiast website that was selling unauthorised Ford decals. Fans of the site posted angry messages but Mr Monty used Twitter to explain the company’s position.</p><p>“Part of my job is to humanise the company – you want to interact,” Mr Monty says.</p><p><strong><a

href="http://markets.ft.com/tearsheets/performance.asp?s=us:CMCSA" symbol="us:CMCSA">Comcast</a></strong>, <strong><a
href="http://markets.ft.com/tearsheets/performance.asp?s=us:JBLU" symbol="us:JBLU">JetBlue</a></strong> and <strong><a
href="http://markets.ft.com/tearsheets/performance.asp?s=us:HD" symbol="us:HD">Home Depot</a></strong> are among companies using Twitter accounts to promote products and provide customer service.</p><p>Bob Pearson, head of communities and conversation for <strong><a
href="http://markets.ft.com/tearsheets/performance.asp?s=us:DELL" symbol="us:DELL">Dell</a></strong>, said his company had generated $1m in computer-related sales through alerts posted to Twitter.</p><p>San Francisco-based Twitter is also becoming a platform for a range of media and social networking start-ups using its tools to develop communities and content rapidly, and at low cost.</p><p

The key difference between Rolago and Twitter is that with Rolago, you can control who you&#8217;re talking to.  With services like Twitter (or Facebook Status Updates), you&#8217;re broadcasting to everyone on Twitter (or your entire Facebook network). He was 71.The cause of death was heart failure. Mr. Carlin, who had a history of heart problems, went into the hospital on Sunday afternoon after complaining of heart trouble. The comedian had worked last weekend at The Orleans in Las Vegas.</p><p>Recently, Mr. Carlin was named the recipient of the <a
href="http://topics.nytimes.com/top/reference/timestopics/people/c/samuel_langhorne_clemens/index.html?inline=nyt-per" title="More articles about Samuel Langhorne Clemens.">Mark Twain</a> Prize for American Humor. He was to receive the award at the <a

Kennedy Center for the Performing Arts">Kennedy Center</a> in November. “In his lengthy career as a comedian, writer, and actor, George Carlin has not only made us laugh, but he makes us think,” said <a

Schwarzman</a>, the Kennedy Center chairman. “His influence on the next generation of comics has been far-reaching.”</p><p>Mr. Carlin began his standup comedy act in the late 1950s and made his first television solo guest appearance on “The <a
href="http://topics.nytimes.com/top/reference/timestopics/people/g/merv_griffin/index.html?inline=nyt-per" title="More articles about Merv Griffin">Merv Griffin</a> Show” in 1965. At that time, he was primarily known for his clever wordplay and reminiscences of his Irish working-class upbringing in New York.</p><p>But from the outset there were indications of an anti-establishment edge to his comedy. Initially, it surfaced in the witty patter of a host of offbeat characters like the wacky sportscaster Biff Barf and the hippy-dippy weatherman Al Sleet. “The weather was dominated by a large Canadian low, which is not to be confused with a Mexican high. Tonight’s forecast . . . dark, continued mostly dark tonight turning to widely scattered light in the morning.”</p><p>Mr. Carlin released his first comedy album, “Take-Offs and Put-Ons,” to rave reviews in 1967. He also dabbled in acting, winning a recurring part as <a
href="http://movies.nytimes.com/person/70613/Marlo-Thomas?inline=nyt-per">Marlo Thomas</a>’ theatrical agent in the sitcom “That Girl” (1966-67) and a supporting role in the movie “With Six You Get Egg-Roll,” released in 1968.</p><p>By the end of the decade, he was one of America’s best known comedians. He made more than 80 major television appearances during that time, including the <a
href="http://movies.nytimes.com/person/113209/Ed-Sullivan?inline=nyt-per">Ed Sullivan</a> Show and <a
href="http://topics.nytimes.com/top/reference/timestopics/people/c/johnny_carson/index.html?inline=nyt-per" title="More articles about Johnny Carson.">Johnny Carson</a>’s Tonight Show; he was also regularly featured at major nightclubs in New York and Las Vegas.</p><p>That early success and celebrity, however, was as dinky and hollow as a gratuitous pratfall to Mr. Carlin. “I was entertaining the fathers and the mothers of the people I sympathized with, and in some cases associated with, and whose point of view I shared,” he recalled later, as quoted in the book “Going Too Far” by <a
href="http://topics.nytimes.com/top/reference/timestopics/people/h/tony_hendra/index.html?inline=nyt-per" title="More articles about Tony Hendra.">Tony Hendra</a>, which was published in 1987. “I was a traitor, in so many words. I was living a lie.”</p><p>In 1970, Mr. Carlin discarded his suit, tie, and clean-cut image as well as the relatively conventional material that had catapulted him to the top. Mr. Carlin reinvented himself, emerging with a beard, long hair, jeans and a routine that, according to one critic, was steeped in “drugs and bawdy language.” There was an immediate backlash. The Frontier Hotel in Las Vegas terminated his three-year contract, and, months later, he was advised to leave town when an angry mob threatened him at the Lake Geneva Playboy Club. Afterward, he temporarily abandoned the nightclub circuit and began appearing at coffee houses, folk clubs and colleges where he found a younger, hipper audience that was more attuned to both his new image and his material.</p><p>By 1972, when he released his second album, “FM &amp; AM,” his star was again on the rise. The album, which won a Grammy Award as best comedy recording, combined older material on the “AM” side with bolder, more acerbic routines on the “FM” side. Among the more controversial cuts was a routine euphemistically entitled “Shoot,” in which Mr. Carlin explored the etymology and common usage of the popular idiom for excrement. The bit was part of the comic’s longer routine “Seven Words You Can Never Say on Television,” which appeared on his third album “Class Clown,” also released in 1972.</p><p>“There are some words you can say part of the time. Most of the time ‘ass’ is all right on television,” Mr. Carlin noted in his introduction to the then controversial monologue. “You can say, well, ‘You’ve made a perfect ass of yourself tonight.’ You can use ass in a religious sense, if you happen to be the redeemer riding into town on one — perfectly all right.”</p><p>The material seems innocuous by today’s standards, but it caused an uproar when broadcast on the New York radio station WBAI in the early ’70s. The station was censured and fined by the FCC. And in 1978, their ruling was supported by the <a
href="http://topics.nytimes.com/top/reference/timestopics/organizations/s/supreme_court/index.html?inline=nyt-org" title="More articles about the U.S. Supreme Court.">Supreme Court</a>, which Time magazine reported, “upheld an FCC ban on ‘offensive material’ during hours when children are in the audience.” Mr. Carlin refused to drop the bit and was arrested several times after reciting it on stage.</p><p>By the mid-’70s, like his comic predecessor <a
href="http://topics.nytimes.com/top/reference/timestopics/people/b/lenny_bruce/index.html?inline=nyt-per" title="More articles about Lenny Bruce.">Lenny Bruce</a> and the fast-rising <a
href="http://movies.nytimes.com/person/107177/Richard-Pryor?inline=nyt-per">Richard Pryor</a>, Mr. Carlin had emerged as a cultural renegade. In addition to his irreverent jests about religion and politics, he openly talked about the use of drugs, including acid and peyote, and said that he kicked cocaine not for moral or legal reasons but after he found “far more pain in the deal than pleasure.” But the edgier, more biting comedy he developed during this period, along with his candid admission of drug use, cemented his reputation as the “comic voice of the counterculture.”</p><p>Mr. Carlin released a half dozen comedy albums during the ’70s, including the million-record sellers “Class Clown,” “Occupation: Foole” (1973) and “An Evening With Wally Lando” (1975). He was chosen to host the first episode of the late-night comedy show <a
href="http://topics.nytimes.com/top/reference/timestopics/subjects/s/saturday_night_live/index.html?inline=nyt-classifier" title="More articles about the Saturday Night Live.">“Saturday Night Live”</a> in 1975. And two years later, he found the perfect platform for his brand of acerbic, cerebral, sometimes off-color standup humor in the fledgling, less restricted world of cable television. By 1977, when his first <a
href="http://topics.nytimes.com/top/news/business/companies/home_box_office_inc/index.html?inline=nyt-org" title="More articles about HBO.">HBO</a> comedy special, “George Carlin at USC” was aired, he was recognized as one of the era’s most influential comedians. He also become a best-selling author of books that expanded on his comedy routines, including “When Will Jesus Bring the Pork Chops?,” which was published by Hyperion in 2004.</p><p><strong><span
class="bold">Pursuing a Dream</span></strong></p><p>Mr. Carlin was born in New York City in 1937. “I grew up in New York wanting to be like those funny men in the movies and on the radio,” he said. “My grandfather, mother and father were gifted verbally, and my mother passed that along to me. She always made sure I was conscious of language and words.”</p><p>He quit high school to join the Air Force in the mid-’50s and, while stationed in Shreveport, La., worked as a radio disc jockey. Discharged in 1957, he set out to pursue his boyhood dream of becoming an actor and comic. He moved to Boston where he met and teamed up with Jack Burns, a newscaster and comedian. The team worked on radio stations in Boston, Fort Worth, and Los Angeles, and performed in clubs throughout the country during the late ’50s.</p><p>After attracting the attention of the comedian Mort Sahl, who dubbed them “a duo of hip wits,” they appeared as guests on “The Tonight Show” with <a
href="http://topics.nytimes.com/top/reference/timestopics/people/p/jack_paar/index.html?inline=nyt-per" title="More articles about Jack Paar.">Jack Paar</a>. Still, the Carlin-Burns team was only moderately successful, and, in 1960, Mr. Carlin struck out on his own.</p><p>During a career that spanned five decades, he emerged as one of the most durable, productive and versatile comedians of his era. He evolved from <a
href="http://topics.nytimes.com/top/reference/timestopics/people/s/jerry_seinfeld/index.html?inline=nyt-per" title="More articles about Jerry Seinfeld.">Jerry Seinfeld</a>-like whimsy and a buttoned-down decorum in the ’60s to counterculture icon in the ’70s. By the ’80s, he was known as a scathing social critic who could artfully wring laughs from a list of oxymorons that ranged from “jumbo shrimp” to “military intelligence.” And in the 1990s and into the 21st century the balding but still pony-tailed comic prowled the stage — eyes ablaze and bristling with intensity — as the circuit’s most splenetic curmudgeon.</p><p>During his live 1996 HBO special, “Back in Town,” he raged over the shallowness of the ’90s “me first” culture — mocking the infatuation with camcorders, hyphenated names, sneakers with lights on them, and lambasting white guys over 10 years old who wear their baseball hats backwards. Baby boomers, “who went from ‘do your thing’ to ‘just say no’ &#8230;from cocaine to Rogaine,” and pro life advocates (“How come when it’s us it’s an abortion, and when it’s a chicken it’s an omelet?”), were some of his prime targets. In the years following his 1977 cable debut, Mr. Carlin was nominated for a half dozen Grammy awards and received CableAces awards for best stand-up comedy special for “George Carlin: Doin’ It Again (1990) and “George Carlin: Jammin’ ” (1992). He also won his second Grammy for the album “Jammin” in 1994.</p><p><strong><span
class="bold">Personal Struggles</span></strong></p><p>During the course of his career, Mr. Carlin overcame numerous personal trials. His early arrests for obscenity (all of which were dismissed) and struggle to overcome his self-described “heavy drug use” were the most publicized. But in the ’80s he also weathered serious tax problems, a heart attack and two open heart surgeries.</p><p>In December 2004 he entered a rehabilitation center to address his addictions to Vicodin and red wine. Mr. Carlin had a well-chronicled cocaine problem in his 30s, and though he was able to taper his cocaine use on his own, he said, he continued to abuse alcohol and also became addicted to Vicodin. He entered rehab at the end of that year, then took two months off before continuing his comedy tours.</p><p>“Standup is the centerpiece of my life, my business, my art, my survival and my way of being,” Mr. Carlin once told an interviewer. “This is my art, to interpret the world.” But, while it always took center stage in his career, Mr. Carlin did not restrict himself to the comedy stage. He frequently indulged his childhood fantasy of becoming a movie star. Among his later credits were supporting parts in “Car Wash” (1976), “Bill and Ted’s Excellent Adventure” (1989), “The Prince of Tides” (1991), and “Dogma” (1999).</p><p>His 1997 book, “Brain Droppings,” became an instant best seller. And among several continuing TV roles, he starred in the Fox sitcom “The George Carlin Show,” which aired for one season. “That was an experiment on my part to see if there might be a way I could fit into the corporate entertainment structure,” he said after the show was canceled in 1994. “And I don’t,” he added.</p><p>Despite the longevity of his career and his problematic personal life, Mr. Carlin remained one of the most original and productive comedians in show business. “It’s his lifelong affection for language and passion for truth that continue to fuel his performances,” a critic observed of the comedian when he was in his mid-60s. And <a
href="http://topics.nytimes.com/top/reference/timestopics/people/a/chris_albrecht/index.html?inline=nyt-per" title="More articles about Chris Albrecht.">Chris Albrecht</a>, an HBO executive, said, “He is as prolific a comedian as I have witnessed.”</p><p>Mr. Carlin is survived by his wife, Sally Wade; daughter Kelly Carlin McCall; son-in-law, Bob McCall, brother, Patrick Carlin and sister-in-law, Marlene Carlin. His first wife, Brenda Hosbrook, died in 1997.</p><p>Although some criticized parts of his later work as too contentious, Mr. Carlin defended the material, insisting that his comedy had always been driven by an intolerance for the shortcomings of humanity and society. “Scratch any cynic,” he said, “and you’ll find a disappointed idealist.”</p><p>Still, when pushed to explain the pessimism and overt spleen that had crept into his act, he quickly reaffirmed the zeal that inspired his lists of complaints and grievances. “I don’t have pet peeves,” he said, correcting the interviewer. Cuba is the largest island of the Greater Antilles and is 90 miles from the USA between the Gulf of Mexico, the Atlantic Ocean and the Caribbean Sea.  San Antonio is a typical small Spanish town located 18 miles south of Havana.  The town is unique in that there is a river running through it, but this river does not run into the ocean.  Instead, it submerges under ground into a cave, where it travels underground for miles to reach the Caribbean Sea.</p><p>Ramiro Miqueli’s family was from Spain of Italian ancestry.  Ramiro Miqueli has been able to trace Ramiro Miqueli&#8217;s ancestry back to 1725 in Spain and Italy.  Ramiro Miqueli&#8217;s Father, Miguel retired after 20 years as the Secretary of the Municipal Court in San Antonio de los Baños and began a successful career as an entrepreneur. Ramiro Miqueli&#8217;s mother, Estela, was the matriarch of the family and dedicated her life entirely to raising five children: Jose, Miguel, Ramiro Miqueli, Oscar and Mario.  Both parents and the youngest brother are now deceased.</p><p>Ramiro Miqueli completed elementary studies at a private school in San Antonio de los Baños, Academia Atenas, where Ramiro Miqueli was an honor student.  Ramiro Miqueli completed Ramiro Miqueli&#8217;s high school education at another private school, Pitman Academy.  Before starting electrical engineering undergraduate studies at the University of Havana, Ramiro Miqueli participated in sports. In New Jersey, the Ramiro Miquelis were successful in establishing jewelry stores. Ramiro Miqueli spent a tour of duty in Vietnam with the Calvary Division and was honorably discharged from the US Army Reserve on February 28, 1970.  After completing Ramiro Miqueli&#8217;s active duty in the US Army in 1966, Ramiro Miqueli attended New York University in New York and enrolled at St. Peter’s College in Jersey City, New Jersey, where Ramiro Miqueli graduated with a Bachelor of Science degree in Mathematics in 1970.</p><p>While attending college, Ramiro Miqueli met Mary, who was attending Rutgers University and graduated with honors and a Bachelor of Arts degree in Literature in 1970. id="more-4428"></span>Probably the only reason I spent 17+ years in Washington is because of <a
href="http://wamu.org">WAMU, 88.5 FM</a>, the local NPR radio station. At one point <a
href="http://www.weta.org/fm/">WETA, 90.9</a>, moved from Classical to NPR talk programing, and it was bliss. When I moved to Berlin, Germany, in November, I loaded up every day on <a
href="http://www.npr.org">NPR</a> and <a
href="http://www.pri.org/">PRI</a> podcasts because I did not want to do without Car Talk, Wait Wait Don&#8217;t Tell Me, Studio 360, Speaking of Faith, This American Life, Fair Game with Faith Salie &#8212; the lot!</p><p>Well, I was farting around with my Nokia n95 8GB cell phone last week, and using the Radio feature, and happened upon 104,1 FM, and there was NPR programming!  I thought it was a podcast, which I also listen on this amazing little device, and it wasn&#8217;t.</p><p>For some reason, the stations I had mapped for Washington opened me up to a station I had had programmed in Washington (Nokia checks the city and then populates all the sations) &#8212; WXGG, a Gospel station in Washington! Well, it wasn&#8217;t Gospel, it wasn&#8217;t German-language, and it wasn&#8217;t <a
href="http://www.bbc.co.uk/cgi-bin/worldservice/psims/ScheduleSDT.cgi?Pg=Sx&#038;Ce=52375%3a28NW%3aBerlin&#038;Co=DE%3aGermany%3a1&#038;Tz=DE01">BBC World Service Berlin</a>.</p><p>Well, my heart leapt!</p><p>There isn&#8217;t a lot of local programming yet but there is a pretty cool feeling of programming going on &#8212; there is a little more content focused on the Foreign Service and Diplomatic Corps, which is cool, but all your faves are there: <a
href="http://marketplace.publicradio.org/">Marketplace</a>, <a
href="http://www.npr.org/programs/waitwait/">Wait Wait&#8230; Don&#8217;t Tell Me!</a>, <a
href="http://www.npr.org/programs/atc">All Things                   Considered</a>, <a
href="http://www.onthemedia.org/">On                   the Media</a>, <a
href="http://www.cartalk.com/">Car                   Talk</a>, <a
href="http://whyy.org/freshair">Fresh                   Air Weekend</a>, <a
href="http://www.npr.org/programs/morning/">Morning                   Edition</a>, <a
href="http://www.wamu.org/programs/dr/">The Diane Rehm                   Show</a>, <a
href="http://www.wamu.org/programs/hjsn/">Hot                   Jazz Saturday Night</a>, <a

href="http://phc.mpr.org/">A                   Prairie Home Companion</a>!</p><p>Lake Wobegon and Garrison Keillor are the most important here because the entire radio show isn&#8217;t available via podcast, only the sweet Report from Lake Wobegon, not the entire radio show.</p><p

Thank you Jeff.</p><blockquote><p>Jeff Rosenberg is currently director of National Public Radio (NPR) Worldwide. He is responsible for international distribution of NPR programs in more than 150 countries around the world. Earlier, Mr. Rosenberg was the director of News Broadcast Relations and senior producer of NPR Events Unit in the News and Information Division. The unit produced coverage of presidential news conferences, hearings, briefings, debates, election nights and political conventions.</p><p>Mr. Rosenberg has more than 30 years’ experience with National Public Radio. He was part of the planning team for NPR’s acclaimed evening newsmagazine ALL THINGS CONSIDERED in 1971 and went on to work as an associate producer, director and tape editor for the program during its early years. He has planned and supervised a number of workshops with All India Radio for Indian producers and reporters.</p><p>A native of Buffalo, NY, Mr. Rosenberg has a degree in communications from Northwestern University. href="http://www.bbcworldwide.com/">BBC Worldwide</a> and I am pretty excited.  I can finally hear US propaganda &#8220;outside the border&#8221; which is fascinating.  As part of <a
href="http://www.npr.org/worldwide/berlin/">NPR Worldwide&#8217;s broadcast this AM (104.1 FM)</a>, I got to hear a show this morning about the history of Public Diplomacy, which I found amazingly interesting. From 1914, I think they said, the US has had a real desire to educate and engage the world, which ended abruptly once we won the cold war. And then it all went to pot, especially since the responsibility of Public Diplomacy has been rolled into the <a
href="http://www.state.gov">US Department of State</a>.  Well, I am all for Public Diplomacy as a strategy that is much more effective than either PR or a propaganda war.  One of the most useful past strategies, which is being gutted because of post 9-11 paranoia, was the global encouragement of students to study in the USA.  One lad from Egypt spoke of his experience in Washington State at the University of Washington, saying, &#8220;I got to experience that most Americans live the American Dream on two parents working two jobs, which is something I would never have known from my experience of the USA from TV from Cairo.&#8221; Amazingly interesting. href="http://en.wikipedia.org/wiki/International_relations" title="International relations">international relations</a>, the term <em><strong>public diplomacy</strong></em> is a term coined in the 1960s to describe aspects of international diplomacy other than the interactions between national governments. It has been closely associated with the <a
href="http://en.wikipedia.org/wiki/United_States_Information_Agency" title="United States Information Agency">United States Information Agency</a>, which used the term to define its mission. It was originally a euphemism for purportedly truthful <a
href="http://en.wikipedia.org/wiki/Propaganda" title="Propaganda">propaganda</a>.</p><p>Standard <a
href="http://en.wikipedia.org/wiki/Diplomacy" title="Diplomacy">diplomacy</a> might be described as the ways in which government leaders communicate with each other at the highest levels, the elite diplomacy we are all familiar with. Public diplomacy, by contrast &#8211; according to the definition at the <a
href="http://www.uscpublicdiplomacy.org/" class="external text" title="http://www.uscpublicdiplomacy.org" rel="nofollow">USC Center on Public Diplomacy</a> &#8211; focuses on the ways in which a country (or multi-lateral organization such as the United Nations) communicates with citizens in other societies. A country may be acting deliberately or inadvertently, and through both official and private individuals and institutions. Effective public diplomacy starts from the premise that dialogue, rather than a sales pitch, is often central to achieving the goals of foreign policy: public diplomacy must be seen as a two-way street.</p><p>Film, television, music, sports, video games and other social/cultural activities are seen by public diplomacy advocates as enormously important avenues for otherwise diverse citizens to understand each other and integral to the international cultural understanding, which they state is a key goal of modern public diplomacy strategy. It involves not only shaping the message(s) that a country wishes to present abroad, but also analyzing and understanding the ways that the message is interpreted by diverse societies and developing the tools of listening and conversation as well as the tools of persuasion.</p><p>One of the most successful initiatives which embodies the principles of effective public diplomacy is the creation by international treaty in the <a
href="http://en.wikipedia.org/wiki/1950s" title="1950s">1950s</a> of the <a
href="http://en.wikipedia.org/wiki/European_Coal_and_Steel_Community" title="European Coal and Steel Community">European Coal and Steel Community</a> which later became the <a
href="http://en.wikipedia.org/wiki/European_Union" title="European Union">European Union</a>. Its original purpose after <a
href="http://en.wikipedia.org/wiki/World_War_II" title="World War II">World War II</a> was to tie the economies of Europe together so much that war would be impossible. Supporters of European integration see it as having achieved both this goal and the extra benefit of catalysing greater international understanding as European countries did more business together and the ties among member states&#8217; citizens increased. Opponents of European integration are leery of a loss of national <a
href="http://en.wikipedia.org/wiki/Sovereignty" title="Sovereignty">sovereignty</a> and greater centralization of power.</p><h2><span
class="mw-headline">Public diplomacy as beyond propaganda</span></h2><p>After the dissolution of the USIA in 1999, the term has continued to be used within the <a
href="http://en.wikipedia.org/wiki/US_government" class="mw-redirect" title="US government">US government</a>, especially the <a
href="http://en.wikipedia.org/wiki/US_Department_of_State" class="mw-redirect" title="US Department of State">US Department of State</a>. It has been used most often as the foreign policy equivalent of the term <em><a
href="http://en.wikipedia.org/wiki/Public_relations" title="Public relations">public relations</a></em>, but embodies a much broader frame than this.</p><p>Aside from the use of media like the <a
href="http://en.wikipedia.org/wiki/Voice_of_America" title="Voice of America">Voice of America</a>, it also includes other kinds of interaction with the public in other countries. Arranging student exchange programs, hosting seminars, and meeting with foreign business and academic leaders are all considered public diplomacy. Indirect public diplomacy includes the everyday activities of citizens internationally, such as everyday cultural activities and products such as films, tourism, theatre, and internet discussion.</p><p>The term <em>public diplomacy</em> clearly originated as a euphemism for <em><a
href="http://en.wikipedia.org/wiki/Propaganda" title="Propaganda">propaganda</a></em>. However, this definition is a somewhat dated definition, as more sensitive practitioners embody an intercultural, &#8216;learning&#8217; approach to public diplomacy, with an emphasis on <a

href="http://en.wikipedia.org/w/index.php?title=Edmund_Gullion&amp;action=edit" class="new" title="Edmund Gullion">Edmund Gullion</a>, a career diplomat, in connection with the foundation of the <a
href="http://en.wikipedia.org/wiki/Edward_R._Murrow" title="Edward R. Murrow">Edward R. Murrow</a> Center at <a
href="http://en.wikipedia.org/wiki/Tufts_University" title="Tufts University">Tufts University</a>&#8216;s <a
href="http://en.wikipedia.org/wiki/The_Fletcher_School_of_Law_and_Diplomacy" title="The Fletcher School of Law and Diplomacy">The Fletcher School of Law and Diplomacy</a>.</p></blockquote><p>The Murrow Center brochure described public diplomacy as:</p><blockquote><p> the influence of public attitudes on the formation and execution of foreign policies. It encompasses dimensions of international relations beyond traditional diplomacy . . . [including] the cultivation by governments of public opinion in other countries; the interaction of private groups and interests in one country with those of another . . . (and) the transnational flow of information and ideas.</p></blockquote><p>While Gullion and the Murrow Center were the first to use the term public diplomacy, their definition remains contested and controversial. Today, there is no one definition of public diplomacy, there are many definitions (<a
href="http://www.uscpublicdiplomacy.org/index.php/about/whatis_pd" class="external text" title="http://www.uscpublicdiplomacy.org/index.php/about/whatis_pd" rel="nofollow">links to other definitions</a>).</p><p>The dictionary definition of the word <em>propaganda</em> is &#8220;The systematic propagation of a doctrine or cause or of information reflecting the views and interests of those advocating such a doctrine or cause.&#8221; Notice that the definition says nothing about whether the material is or is not true; the essence of propaganda is that it is distributed with the intention of supporting a cause. The word literally means &#8220;that which ought to be propagated&#8221; and originated in the Catholic Church to describe the church agency responsible for evangelising. See the article on <a
href="http://en.wikipedia.org/wiki/Propaganda" title="Propaganda">propaganda</a> for more detail.</p><p>In the United States, however, the word &#8220;propaganda&#8221; carried and carries the connotation of falsehood. The USIA has always maintained that its agencies, such as the <a
href="http://en.wikipedia.org/wiki/Voice_of_America" title="Voice of America">Voice of America</a>, are truthful. In a famous remark, <a
href="http://en.wikipedia.org/wiki/Edward_R._Murrow" title="Edward R. Murrow">Edward R. Murrow</a>, then director of the USIA, said:</p><blockquote><p> Truth is the best propaganda and lies are the worst. To be persuasive we must be believable; to be believable we must be credible; to be credible we must be truthful. It is as simple as that.</p></blockquote><p>Nevertheless the <a
href="http://en.wikipedia.org/wiki/Smith-Mundt_Act" title="Smith-Mundt Act">Smith-Mundt Act</a> of <a
href="http://en.wikipedia.org/wiki/1948" title="1948">1948</a> still prevents the distribution within the United States of official American information which was intended for foreign audiences, for example exempting <a
href="http://en.wikipedia.org/wiki/Voice_of_America" title="Voice of America">Voice of America</a> from releasing transcripts in response to <a
href="http://en.wikipedia.org/wiki/FOIA" title="FOIA">FOIA</a> requests.</p><p>Broadly speaking, then, until recent times, the term <em>public diplomacy</em> has traditionally been used by those supporting it to mean <em>truthful propaganda.</em> But critics, such as the editors of the <a
href="http://en.wikipedia.org/wiki/National_Security_Archive" title="National Security Archive">National Security Archive</a> at <a
href="http://en.wikipedia.org/wiki/George_Washington_University" class="mw-redirect" title="George Washington University">George Washington University</a>, have viewed it in more nefarious terms, as a form of &#8220;covert propaganda.&#8221; They also report that &#8220;the bipartisan report of the Congressional <a
href="http://en.wikipedia.org/wiki/Iran-Contra" class="mw-redirect" title="Iran-Contra">Iran-Contra</a> committees (November 1987, p. 34) found that &#8216;[i]n fact, &#8220;public diplomacy&#8221; turned out to mean public relations-lobbying, all at taxpayers’ expense.&#8217;&#8221;</p><p><a
